TABLE InstrumentConfigParameter

List of instrument configuration parameters.

This table holds all the instrument configuration parameters for all the
instrument configurations used in the GES survey.

Note that the values listed here are standard values that define
recognised instrument states and consequently are applicable to
numerous observations. They are not measurements of instrument
sensors etc. made (and varying) with each observation.

Required constraints:
Primary key is (instrumentConfigID, parameterName)
