TABLE ReferenceGroup

A set of references used for one or more atomic line parameter data entry.

If more than one reference is given for a line species
and the combo is "+", the average value has been adopted where
possible. If the combo is "|", the more recent work may have
re-normalized the original transition probabilities of the earlier one.

Required constraints:
Primary key is (refGroupID)
